PROBLEM TO BE SOLVED: To reduce the power consumption of a resistor for current restriction at steady state. SOLUTION: At steady state, a capacitor C2 is sufficiently charged, the voltage of a point P reaches a prescribed voltage and a transistor Q1 becomes an on-state. Current flowing in a resistor R-side for current restriction at excessive time passes through a transistor Q1-side having a resistance value lower than a resistor R and is supplied to a load at steady state. At steady state, power by the resistor R is hardly consumed, and power can be saved.
