PROBLEM TO BE SOLVED: To provide a portable radio terminal provided with an emergency information reporting function and an emergency reporting system. SOLUTION: A portable telephone set 100 is constituted of an emergency signal storage part 1 for storing emergency signals beforehand preparing for the occurrence of a predicted emergency situation, a telephone number storage part 2 provided with the function of a telephone book, a voice recording data storage part 3 for starting voice recording by utterance through a microphone 11, the display part 4 of data or the like, a control part 5, a voice input/output part 10 composed of the microphone 11 and a speaker 12, a voice transmission part 20 composed of a voice pattern storage part 21 and a voice pattern comparison part 22, an emergency transmission part 30 for originating a call based on an emergency reporting switch operated accompanying the emergency situation occurrence, a normal transmission part 40 for originating a call based on the operation of a normal key switch, a transmission/reception part 50 for transmitting and receiving the data with a competent department through a network 70 and a GPS receiver 60 for recognizing a present position.
