PROBLEM TO BE SOLVED: To provide a frame detector capable of accurately detecting a postal code number frame. SOLUTION: An OCR(optical character reader) 4 as this device is provided with a first detection means 42 for detecting the n pieces of the stipulated frames of the same size from a postal code number frame group including seven postal code number frames and detecting the different frames of the size different from the stipulated frames, a second detection means 43 for detecting the size of the stipulated frame detected in the first detection means 42 and third detection means (44, 45 and 46) for detecting the (7-n) pieces of the stipulated frames from the different frames detected in the first detection means 42 based on the size of the stipulated frames detected in the second detection means 43.
