PROBLEM TO BE SOLVED: To prevent the rising time of image forming operation from getting longer because of the evaporation of ionic conductive liquid such as water by providing a cover member covering over the part of the surface of a rotating holding member except the vicinity of a contact part with a member to be electrified. SOLUTION: The cover member 22 covering the part of the surface of a rotating pad member 21 except the vicinity of the contact part with a photoreceptor drum 1 is provided on the outer periphery of the member 21. The member 22 is formed so that its external shape may be an almost slender rectangular parallelepiped and disposed along in the shaft direction of the drum 1. The inner surface side of the member 22 is formed in cylindrical shape along the external shape of the member 21. The inner surface of the member 22 is set in such positional relation that the surface of the member 21 is somewhat brought into contact with the surface of the member 22 in a state where the pad 21 sufficiently contains water. Furthermore, sealing members 23 and 24 for preventing the evaporation or the outflow of the water 27 as the ionic conductive medium are respectively provided on the upstream side and the downstream side of the member 22 in the rotating direction of the drum 1.
