PROBLEM TO BE SOLVED: To simply obtain a moisture ratio of measured object. SOLUTION: Temperatures of heating means T1, T2 are measured at two different time by heating means 18, 20 which constitute a moisture ratio sensing part 10. Then, a moisture ratio parameter (p) is calculated from the temperatures T1, T2 and a parameter T0 which represents a characteristic of the heating means 18, 20 by an equation (p=(T2-T1)/(T0-T1)). Because this value (p) has a linear relation with a moisture ratio of a measured object, the moisture ratio of the measured object is obtained.
