PROBLEM TO BE SOLVED: To reduce a size and cost and to stabilize quality. SOLUTION: This device has a second regulating member 23 disposed on the upstream side in the transporting direction of a developer on a developer carrying member 15 than a first regulating member 17. The second regulating member 23 is set in the spacing from the developer carrying member 15. When the toner concentration of the developer on the developer carrying member 15 attains a prescribed toner concentration, the developer regulated of the passage by the second regulating member 23 accumulates in the contact part of the developer and toners on the developer carrying member 15 and the developer clogs the contact part, by which the toner capturing state of the developer on the developer carrying member 15 is stopped. The magnetic toners are the magnetic toners containing at least binder resins and magnetic materials. The degree of flocculation thereof is 5 to 15%, the loose apparent density is <=0.50 g/cm3, the true specific gravity is <=1.70 g/cm3 and the electrostatic charge quantity by a blow-off method is 10 to 30 μC/g. In addition, the toners satisfy the equation A×B<=7.0 (where A denotes the degree of flocculation and B denotes the loose apparent density). |
