PROBLEM TO BE SOLVED: To provide an ATM cell multiplexer allowing a cell assembly/ disassembly section to deal with traffic of a plurality of service categories. SOLUTION: Each of cell assembly sections 531-533 conducts traffic management to each channel accommodated by a terminal channel, on the basis of a service category and a traffic quantity and an ATM bus scheduler 51 manages traffic of each cell assembly section, by taking into account the service category and the traffic quantity of all channels contained by the cell assembly sections, and generates a main schedule table MST and a sub schedule table SST that is referenced after the main schedule table MST and assigns many transmission tokens to the cell assembly section containing a CBR channel and gives the transmission token to the cell assembly section by referencing the main schedule table and a sub schedule table.
