PROBLEM TO BE SOLVED: To normally update and refer to a database even in the case of data destruction disabling the database to be updated and referred to by setting a blocking information to the record control information of the database record of the key of the destructed record when the key is specified. SOLUTION: In addition to original 'data parts', 'record control informaiton' is provided by database records. When the key of the destructed record is specified, the blocking information is set to the record control information of the database record of the key by a record control information setting program 1. When a record that each business program 4 requests is the destructed illegal record, a database access control program 3 judges the 'record control information' of the record and characteristics of the business program 4 to judge whether or not the business program 4 can carry on the process with the illegal record.
