PROBLEM TO BE SOLVED: To provide a free cell list management system allowed to be accessed from plural processes or a processor. SOLUTION: A file management system for dividing a storage area in a storage device 6 into plural storage cells 20 and managing each storage cell 20 as a management unit in a processor system provided with a processor for executing plural processes and the storage device 6 allowed to be accessed by the processor is provided with plural free cell lists 26 each of which includes plural cell management elements 22 corresponding to unused storage cells 20 and a list management table 28 including plural list management table elements 30 corresponding to plural free cell lists 26.
