PROBLEM TO BE SOLVED: To accurately measure a moisture content of the whole of a micro- organism carrier inside a treatment tank without affecting the micro-organism carrier with heat. SOLUTION: A micro-organism carrier 12 retaining micro-organisms for treating organic matter is housed inside a treatment tank 10 and two coils 14 and 16 are wound around an outer periphery of the treatment tank 10 in upper and lower directions thereof. A first measuring part 18 is connected to the coil 14 and a second measuring part 20 is connected to the coil 16, and they detect change of characteristics such as inductance of the coils 14 and 16 in accordance to a moisture content of the micro-organism carrier 12 for determining the moisture content of the micro-organism carrier 12. After determining the moisture content, the moisture content of the micro-organism carrier 12 is properly adjusted by feeding water from a moisture feeder 22 or heating the micro-organism carrier 12 by an exothermic body 26 and agitating it with an agitator 24.
