PROBLEM TO BE SOLVED: To make suppressible the blur of an image and to make obtainable the stable brightness thereof when the image is picked up by utilizing a variable power mechanism. SOLUTION: An observing distance is changed by moving a movable lens 14 by an actuator 17 by the operation of a variable power switch 20. When the variable power position of the lens 14 is detected by an encoder 18 and a shutter speed being shorter than the exposure time of an inoperative time is set according to the variable power position by a CPU 31, the blur of the image is suppressed. Besides, the variable amount of a diaphragm 24 is restricted to prescribed width according to the increase of the electronic shutter speed. Then, when the brightness of the image becomes insufficient because of the restriction of the variable width of the diaphragm, the gain of a video signal is enhanced by an AGC circuit 35.
