PROBLEM TO BE SOLVED: To efficiently control picture data by allowing a storing means to store only data concerning the movement of a display element whose display position is varied with respect to a reference frame. SOLUTION: Among plural display elements to be displayed in different frames with respect to a reference frame, only data concerning the movement of a display element whose display position is varied with respect to a reference frame are stored in a storing means. In this device, a CPU 3 controls the whole of a video title generating device 1 prescribed arithmetic processing, and is capable of accessing a memory 7 and a cache 9 via a system controller 5 connected to a host bus B1. In addition, the CPU 3 writes and store data in the memory 7 consisting of e.g. a DRAM via the controller 5 and reads data stored in the memory 7.
