PROBLEM TO BE SOLVED: To allow a W-CDMA system mobile communication system or the like to inform a terminal user under a roaming destination network about charging information in response to a charging system of the network. SOLUTION: After conducting transmission of a notification signal 201, communication channel setting processing (202, 203) and access ring setting processing (204, 205), a network applies authentication processing (207, 208) to a terminal in response to a request (206) of position registration from the terminal to confirm that the terminal is not illegal. After the authentication processing, the network informs (211) the terminal about charging information including information denoting the relationship between speech time and the time zone to terminate a position registration sequence. Thus, the terminal can calculate a time zone for a cheaper speech charge on the basis of the charging information.
