PROBLEM TO BE SOLVED: To conduct image processing by adaptively setting a parameter depending on an optical characteristic of an image input device that receives an image, contents of configuration of the image and its state. SOLUTION: An information acquisition section 6 or 7 acquires information of a multi-value image, an image characteristic discrimination section 8 discriminates a characteristic of a multi-value image based on the information of the acquired multi-value image. Then a processing control section 9 sets a parameter used for the image processing based on the result of discrimination and uses the set parameter to allow a binary processing section 11 to apply binary processing to the multi-value image.
