PROBLEM TO BE SOLVED: To prevent intrusion of a gas and to expedite a heat transfer by separating a tab from another tab adjacent to a substantially vertical direction to a longitudinal axis of the tab from each other. SOLUTION: A deflecting plate 40 has a longitudinal axis L. The plate 40 has a plurality of tabs 42 respectively externally extended from a first surface 43 and an opposite second surface 45. The tabs 42 cut the plate 40, externally bend portions and form folding lines 44 at points bent and separated from the plate 40. The portions of the plate 40 are bent to form the tabs 42, thereby excluding a welded portion capable of damaging the plate 40. In the case that the surfaces 43 and 45 are disposed in a vertical plane, a web 46 is disposed between the two vertically adjacent tabs 42. The plate 40 may be directed in a different direction or be between the adjacent tabs in a direction except the vertical direction.
