PROBLEM TO BE SOLVED: To provide a fixing device which makes heat uniform by preventing the temperature change of a rotating member for heat ray fixing and enables a quick start to stabilize the temperature of a heat ray absorption layer. SOLUTION: The rotating member for heat ray fixing in a roll form is formed by providing the same with a heat ray irradiation means (a halogen lamp 171g) which emits heat rays, a cylindrical translucent substrate 171a which is disposed around the heat ray irradiation means and has translucency to the heat rays and the heat ray absorption layer 171b which absorbs the heat ray on the outer side of the translucent substrate. The heat ray energy absorption ratio of the translucent substrate 171a, defined as a1(%), and the heat ray energy absorption ratio of the heat ray absorption layer 171b, defined as a3(%), are specified to a1>a3.
