PROBLEM TO BE SOLVED: To obtain a device for inspecting the sealed state of a connected pipe joint capable of obtaining reliable test results by speedily supplying and discharging water from a test band for testing the sealed state of the sealed part of the pipe joint and performing pressure-proof tests by a manual pressurization. SOLUTION: This pump device is formed of a water storage tank 16, a compressor 17 to pressurize the space part in the water storage tank 16, a pressure-resistat water feeding pipe 21 derived from the bottom part of the water storage tank 16 and capable of being connected to the space 10 of a test band 7 via a first opening/closing valve 18, a pressurized water pouring pipe 22 derived from the bottom part of the water storage tank 16, bypassing the first opening/closing valve 18 via a high-pressure hand pump 20, and connected to the pressure-resistant water feeding pipe 21, an air vent pipe 25 connected from the space 10 into the water storage tank 16 via a three-way valve 23, a pressure discharging pipe 26 of the water storage tank 16 connected to the other side of the three-way valve 23 and open to the outside via a second opening/ closing valve 24, an open pipe 28 branched from the air vent pipe 25 and open to the atmosphere via a third opening/closing valve 27, and a control circuit 29 to stop the drive of the compressor 17.
