PROBLEM TO BE SOLVED: To prevent deterioration of image quality in an image after transferring from generating due to environmental change or variation in value of resistance of a low potential member in a transfer device transferring a developed image to a transfer material utilizing a difference in potentials. SOLUTION: In the transfer unit 40 where a toner image on an intermediate transfer belt 11 is transferred to a recording sheet by the electric field generated between a secondary transfer roll 41 where voltage is impressed and a facing roll 43 faced to it, the facing roll 43 is grounded through a fixed resistance element 44 where the resistance value is not varied due to change in environment. Thus, change and variation in a direction of the periphery due to enviromnental change in the resistance value of a resistance layer 432 is made relatively small.
