PROBLEM TO BE SOLVED: To supply stable power to a load device or a secondary battery, even when the input voltage from an adaptor drops, in a coupler device which performs power supply being connected to the load device. SOLUTION: The DC coupler 1 is connected as a coupler to soler cell 14, or connects a secondary battery 15 and a video camera which is its load device. Then, by the input power from the solar battery 14, an output/charging controller 5 controls charging of the secondary battery 15 and the drive of the video camera 16. At this time, when the output voltage of the solar cell 14 drops, the charging current to the secondary batter 15 is charged to a preset value.
