PROBLEM TO BE SOLVED: To prevent a water leakage stripe or fogging due to low electrification by supplying the uniform quantity of liquid type ionic conductive medium in the axial direction of an image carrier. SOLUTION: This electrifying device 2 is provided with a roll member 21 having a hydrophilic layer 27 on its surface, a supply means 22 for supplying the liquid type ionic conductive medium 23 to the surface of the member 21, and a voltage applying means 24 for applying the voltage to the medium 23 to be supplied to the surface of the member 21. By bringing the member 21 into contact with the surface of a member to be electrified moving in a specified direction and applying the voltage to the medium 23 by the means 24, the member is electrified.
