The invention is a CDMA signal transmission control technology (316). A CDMA (307) signal is transmitted that has in-band components and out-of-band components. Transmit control logic (316) automatically generates a ratio of signal strength of the in-band components versus the out-of-band components. In some embodiments of the invention, control logic (436) generates a transmit power metric signal based on the ratio. In other embodiments of the invention, control logic (436) determines excess forward link capacity based on the ratio.
