The present invention relates to a device whose operation is based on the conversion of the global-energy thermal component (enthalpy) of an air flow into kinetic energy. The kinetic energy of the flow represents an available force used by air turbines having generators connected thereto for producing electricity. This process is related to the temperature drop in the flow through the turbine, wherein said drop may reach 17 % of the temperature of the flow entering the turbine inlet channel. This device may have several embodiments, e.g. for cooling air flows while condensing water vapours, in which case it is made in the form of an air-flow energy converter mounted on a column. The device may also be provided within a thermally insulated housing or made in the form of an aeronautic apparatus of the balloon, airship or airplane type. The aeronautic versions are used as atmospheric humidity condensers that simultaneously generate electricity, for creating artificial atmospheric precipitation, etc. These devices substantially reduce the energy consumption during air cooling, for instance, and during vapour condensation.
