An antenna (10) adapted to produce a scanning beam (58) usable for radar and communication applications. During operation of the antenna (10), an electromagnetic wave is transmitted through the waveguide (50) to pass through the laminate apertures (48) and energizes the conductive patches (54). At the same time, the reflecting conductor (38) moves back and forth toward the waveguide (50) to vary the uniform gap (43) to induce a phase shift in the electromagnetic wave passing therethrough. Electromagnetic energy from the energized conductive patches (54) combines in phase to form the outward projecting beam (56) of radiated energy that scans from side-to-side.
