High-voltage conductors are introduced in housing and are connected to electrodes located around air line branch pipe; perforated cone-shaped capacitor is fitted on working end face; its opening are located near cutting edge; this capacitor is powered by wide-band generator; part is connected with common point of polarity relative to "Earth".
