SUBSTANCE: first governing system is connected to speed governor final element and functions to govern turbine speed during its no-load and/or off-line running. Then deviation signal X depending on difference between desired value W2 and actual speed W1 is applied to first governing system. In case of load shedding first governing structure feeds closing signal to final element in response to deviation signal X. In this way, first governing system functions to control turbine speed during its no-load and/or off-line running and also to prevent emergency shutdown of turbine at load shedding.
