PROBLEM TO BE SOLVED: To surely and efficiently recover the water flow function of pavement surface layer materials. SOLUTION: Fine liquid masses and liquid drips are plunged into cavities by blowing the high pressure water jets discharged from a nozzle 6 against the surface of pavement surface layer materials 7 in a liquid drip flowing area to eliminate clogging by the water hammer. The water discharge pressure from the nozzle 6 is set to a value in the range from 20 to 70 Mpa, and the dimensionless stand off distance obtained by dividing the actual stand off distance X between the nozzle 6 and the pavement surface layer materials 7 by the diameter of the nozzle 6 is set to a value in the range of 200 to 600. High pressure water jets may be blown from a direction a little inclined to the perpendicularity. A nozzle mechanism 5 on which the nozzle which discharges high pressure water flow jets is mounted is carried on a traveling carriage 1 which can travel on the pavement whose function is recovered, and the stand off distance X between the nozzle 6 and the pavement surface layer materials 7 is made it possible to be set so that the high pressure water jets from the nozzle 6 can blow the pavement surface layer materials 7 in a liquid drip flow area.
