PROBLEM TO BE SOLVED: To provide a system for controlling waste treatment which can prevent illegal waste treatment by controlling the waste transportation routes of collection/transportation contractors. SOLUTION: A collection/transportation contractor 130 carries a mobile communication device 131 (PHS, portable telephone, and the like) and transports waste received from a discharge company 120 to a disposal company 140. In the communication center 150 of the device 131, the position (the communication area of the base station of the device 131, and the like) and the time of the device 131 are monitored. A control organization 110 controls the results of monitoring in the communication center 150 in a period in which the waste is transported by the contractor 130.
