PROBLEM TO BE SOLVED: To obtain the subject composition improved in a touch such as smoothness of hair in a wet and a dry states after permanent waving or curly hair correcting treatment and moistness of the hair in a dry state by composing the composition of an agent containing a reducing agent, etc., and an agent containing an oxidizing agent, etc. SOLUTION: This composition is composed of (A) a first agent composition containing (i) a reducing agent such as ammonium thioglycolate in an amount of preferably 2-10 wt.% in the ingredient A and (ii) a copolymer of dimethyldiallylammonium chloride and acrylic acid in an amount of preferably 0.5-3.0 wt.% in the ingredient A and (B) a second agent containing (i) an oxidizing agent such as sodium bromate in an amount of preferably 1.5-10 wt.% in the ingredient B and (ii) an anionic surfactant such as sodium polyoxyethylene lauryl ether sulfate in an amount of preferably 0.5-3.0 wt.% in the ingredient B. The composition is useful as a cold two-bath type permanent waving agent, etc.
