PROBLEM TO BE SOLVED: To make effective use of face bars by composing at least one face bar out of two face bars opposed with thermal insulating material held between, of a plurality of face bars, and jointing the face bars to each other through a back plate to previously integrate them. SOLUTION: A roof panel 2 formed of a thermal insulating panel is formed providing thermal insulating material 10 between two opposed face bars 8, 9. At least one face bar 8 is divided in a plurality of (two, for instance) face bars 8a, 8b, and the face bars 8a, 8b are integrated by jointing the face bars 8a, 8b to each other through a back plate 11. The back plate 11 is put to cover from the back face side continuously or intermittently in long size along the abutting part 12 of the face bars 8a, 8b in the mutually butting state of the end parts and stuck across both face bars 8a, 8b. The use of chips of an original plate as a plurality of face bars 8a, 8b improves the yield of the plate and makes effective use of the face bars, and the use of chips reduces manufacturing cost and waste disposal cost of chips and economizes forest resources.
