PROBLEM TO BE SOLVED: To obtain an extremely comfortable living by a method wherein the ground surface is compacted with a tire roller or the like and after a moistureproof film is spread thereon, waterproofing and moistureproofing works are executed, extending up to a rise surface. SOLUTION: At the same time with construction of a leveling concrete using reinforcing bars on a stretched moistureproof film, a riser foundation supporting the weight of a building comprising columns, floor joist supports and the like is constructed. A part under the floor or a dirt floor concrete of the building is constructed so that an effect similar to heat insulation obtainable from existence of bubbles inside a polystyrene foam can be obtained therefrom. Moistureproof films are arranged at the external surfaces of underground beams or external walls of a basement of the building. Packings, caulkings or foamed gap stoppers are applied to gaps of an upper structure of the building so that smoke is not leaked to the outside even in the case of an indoor smoking inspection. Thereby, moistureproofing is effective completely even in the summertime when rottenness is most liable to occur in a structure having an underfloor ventilating hole, and prevention of rottenness becomes perfect.
