PROBLEM TO BE SOLVED: To obtain a metal complex having excellent storage stability and film-forming properties or an aqueous solution of the metal complex obtained from the metal complex, to provide a method for efficiently producing the metal complex and to obtain a metal oxide having excellent catalytic activity. SOLUTION: This metal complex is obtained by reacting a metal alkoxide of the formula: M(OR1)m (M is a metal such as titanium, R1 is an alkyl group; m is a valence of the metal M) with an amino alcohol of the formula: (HOR2)sN (R3)t (R2 is an alkylene group or the like; s is 1, 2 or 3; R3 is hydrogen or the like; t is (3-s)). The amount of an alcohol of the formula R1(OH) (R1 is an alkyl group, an aryl group or an acyl group) contained in the metal complex is <=80 wt.% the amount of an alcohol formed by hydrolysis of the metal alkoxide.
