PROBLEM TO BE SOLVED: To use a member having sufficient strength without being restricted by the wall thickness of a cover portion, by reducing seal part receiving a reaction force when tightening a valve element. SOLUTION: A packing holding portion 59 is integrally formed on a cover portion 57, and a seat portion 63 supporting a coller portion 62 of a valve rod 60 is provided in the cover portion 57. A valve rod bearing 64 rotatably supporting the valve rod is disposed on the packing holding portion 59, and the coller portion 62 is locked between the seat portion 63 and the valve rod bearing 64 in the axial direction. On an upper end opening of the packing holding portion 59, a bracket metal 69 is disposed to receive the valve rod bearing 64, and the packing holding portion 59 is provided with a bracket 68. Hole portions 68a, 69a penetrating in the horizontal direction are formed in the bracket 68 and the bracket metal 69, and the bracket 68 and the bracket metal 69 are connected to be fixed by a bolt 72 inserted through the hole portions 68a, 69a.
