PROBLEM TO BE SOLVED: To enable stable control capable of securing the minimum flow rate of a feed water pump regardless of characteristics of a valve device and preventing disturbance to the fluid consummation source side. SOLUTION: Opening and closing of a valve device 16 are controlled on the basis of the suction amount Qs detected by a flow detecting means 17. When the fluctuation of the suction amount Qs is in the flow rate range between a function FX-A and a function FX-B, an opening command value of the valve device 16 is held to a present opening value. Therefore, opening and closing of the valve device 16 can be accurately controlled by securing the minimum flow rate of a feed water pump 14 by only detected information of the flow detecting means 17 regardless of valve characteristics of the valve device 16, namely, without providing a detecting means for detecting the suction flow rate of the valve device 16, and disturbance to the boiler 13 side is prevented.
