PROBLEM TO BE SOLVED: To reliably secure safety and silence at walking and vehicle traveling time by arranging a guide means for guiding permeated water to the outside under a water permeable pavement surface when the water permeable pavement surface is adjacent to an unpaved surface bare with sand or earth. SOLUTION: When a water permeable pavement surface 10 is adjacent to an unpaved surface 11 bare with sand or earth, a vinyl sheet 4 is arranged under the water permeable pavement surface 10. This vinyl sheet 4 guides water such as rainwater permeated through the water permeable pavement surface 10 to the unpaved surface 1 side. Thus, the water does not permeate as it is under the water permeable pavement surface 10, and since water permeability of the water permeable pavement surface 10 is maintained, the water hardly gathers on a surface of the water permeable pavement surface 10, so that safety and silence at walking and vehicle traveling time can be reliably secured. The water is supplied to a garden plant 12 planted on the unpaved surface 11 so that the water is conveniently supplied to the garden plant.
