PROBLEM TO BE SOLVED: To provide a non-halogen flame-retarded composition which does not generate any halogen gas when burned, has a high heat resistance and flame retardance and shows good mechanical properties and molding processability. SOLUTION: A flame-retardant crosslinked resin composition containing a phenol resin semi-cured product is prepared by allowing a phenol resin to react and cure moderately to yield a phenol resin semi-cured product, instead of using the phenol resin as it is. This semi-cured product is ground to achieve an average particle size of 0.1 to 5μm, dispersed in an ethylene/vinyl acetate copolymer (EVA) resin composition at an appropriate mix ratio and allowed to contain an amino silane coupling agent to enable crosslinking through gelation of the ethylene/vinyl acetate copolymer (EVA) resin. This imparts a high heat resistance and flame retardance through crosslinking in addition to good mechanical properties and molding processability.
