PROBLEM TO BE SOLVED: To provide a water area cooling and purifying apparatus high in purifying capacity and low in cost, constituted so that O2 is supplied by using liquefied oxygen and the water of an water area is cooled by utilizing the absorption of heat generated at a time of the evaporation of liquefied oxygen. SOLUTION: A water area cooling and purifying apparatus for purifying the water of a water area 1 to be purified by using pure oxygen from a liquefied oxygen tank 6 is equipped with a heat exchange part 4 cooling the water of the water area 1 to be purified by the heat exchange with liquefied oxygen supplied from the liquefied oxygen tank 6 and an aeration part 5 supplying oxygen gas evaporated in the heat exchange part 4 to the cooling water from the heat exchange part 4 to aerate the cooling water and returning this cooling water to the water area 1 to be purified.
