PROBLEM TO BE SOLVED: To measure an average outer diameter of a cylindrical or cylindrical material to be measured by measuring a rotation angle of a material to be measured and a periphery length corresponding thereto and calculating an average outer diameter of a material to be measured while a material to be measured and a non-contact type periphery measuring means are relatively rotated. SOLUTION: A material to be measured 40 is set on a supporting roller 46 and an average outer diameter of an end portion 40A of the material 40 to be measured such as a reinforced plastic combined tube at the time of cutting by a cutter 42 while the material to be measured is rotated by a rotation roller 44. A marking 50 such as fluorescent paint of an edge surface 40E of the material to be measured 40 is detected by a marking detection sensor 52 and the rotation number of the material 40 to be measured is obtained. A non-contact type length- measuring sensor 60 adjusts the arrangement position by ascending/descending a sensor base 62 and the sensor base 62 is contacted with the material to be measured 40 through a ball 72 of a mechanism 70 and then a distance with the material to be measured 40 is maintained to a constant. A control operation device 80 controls a length measured by a signal from a sensor 52 and operates an average outer diameter of the material 40 to be measured by an output data from a length measurement signal processing circuit 64.
