PROBLEM TO BE SOLVED: To finely divide fine solid particles, or the like, to enhance the action of separation from water to thereby reduce the oxidation-reduction potential, thus enabling the treatment of a large amount of water, by applying an alternating voltage having a high-frequency suitable for water quality and selected from frequency bands capable of eluting metal ions in alternating current electrolysis of water to be treated. SOLUTION: A treatment vessel 1, into which water to be treated 2, such as underground water or tap water, is put and a first and a second electrodes 3, 4 are inserted, is connected to output terminals 11, 12 of an alternating-current power source 10 of a variable frequency type. The power source 10 has a variable frequency from several Hz to 1 MHz and provides an output suitable for the electrolysis of a liquid to be treated. A second power-amplification circuit 16 supplies an alternating power having specified frequency and output through the output terminals 11, 12 to between the first and second electrodes 3, 4. The oxidation-reduction potential exhibits low values at two points of specified frequencies FL, FH, providing remarkable ionic effects. A high frequency FH suitable for water quality and selected from frequency bands capable of eluting metal ions in alternating current electrolysis of water to be treated is used.
