PROBLEM TO BE SOLVED: To prevent chattering of vanes by restraining abrasion between the tips of the vanes and the inner periphery of a cam ring. SOLUTION: An elastic body housing recessed parts 41 communicated with vane back pressure chambers 13a is formed on the end surfaces 2a, 2b of a rotor 2, and an O-ring 43 for always energizing vanes 14 between a drive shaft 7 of the rotor 2 and the back surface parts 14b of the vane 14 is housed in the elastic body housing recessed part 41. Therefore, energizing force of the O-ring 43, for pressing out the vanes 14 from vane grooves 13 is switched in two stages according to the jumping amount of the vanes 14.
