PROBLEM TO BE SOLVED: To provide a dispensing appliance and a dispensing method capable of shifting a liquid sample from a first test tube to a second test tube by a desired quantity in a condition shut off from the outside air. SOLUTION: A needle point 3b is pierced into a dispensing appliance 2 provided with a needle tube 3 having the needle points 3a, 3b on both ends and a holding member 4 fixed to the middle of the needle tube 3 in the longitudinal direction, and into a plug body 7 of a first test tube 6 closed by the plug body 7 with the internal pressure set to a first pressure, and the needle point 3a is pierced into a plug body 9 of a second test tube closed by a plug body 9 with the internal pressure set to a second pressure lower than the first pressure, and a liquid sample 5 is shifted from the first test tube 6 to the second test tube 8 making use of the differential pressure between the first pressure and the second pressure.
