PROBLEM TO BE SOLVED: To prevent the generation of low frequency noise just before the stop of a vehicle even when a disc pad is wetted by the water by using a fiber base material, a friction adjusting material, a binding material and a surface active agent. SOLUTION: The aromatic polyamide fiber and the like as a heat-resisting organic fiber, the copper fiber, steel fiber and the like as metallic fiber, the glass fiber, rock wool and the like as inorganic fiber are respectively used as a fiber base material. Alumina, silica and the like can be used as a friction adjusting material, a phenol resin, a polyimidoamide fiber and the like can be used as a binding material, alkali earth metallic salt or alkali metallic salt of fatty acid as metallic soap, alkali metal, ammonium salt and the like of perfluoroalkyl sulfonic acid as fluorine series are respectively used as a surface active agent. A ratio thereof is 7-23 vol.% of fiber base material, 47-55 vol.% of friction adjusting material, and 15-25 vol.% of binding material (100 vol.% in total), and 0.2-3 pts.wt. of the surface active agent is blended to 100 pts.wt. in total. The generation of the low frequency noise just before the stop of a vehicle can be reduced.
