PROBLEM TO BE SOLVED: To provide a phenol resin laminate having an excellent flame retardance and tracking resistance. SOLUTION: A prepreg is prepared by impregnating a substrate with a phenol resin composition varnish comprising a vegetable oil-modified phenol resin obtained by allowing a vegetable oil-added phenol, prepared by adding a vegetable oil to a phenol, to react with an aldehyde in the presence of an alkaline catalyst, and a polyether-modified polysiloxane as essential components, and drying it. The obtained prepreg is laminated, heated and pressurized to prepare a phenol resin laminate.
