PROBLEM TO BE SOLVED: To provide a rescue means for a measure to counter abnormal approach of a marine vessel by providing pressure-tight air bags provided with connection parts to other objects, and a mechanism for starting gas supply at the optional time and maintaining the inflation of the air bags. SOLUTION: A large number of this under water/on water air bag devices 5 are installed near a draft line around a marine vessel. A gas feeder for individual air bags 5 can be interlocked with a device connected to a pilot house by a positive circuit to realize danger or can be operated by a helmsman who realizes danger. In the circumstances of installing a large number of air bags 5 near the draft line around the marine vessel, the gas feeder for the air bags in and on water is installed in a hull to minimize travel resistance caused by the air bags 5 and hull modification for providing pressure-tight air bag storage recesses at shell plates is executed in spite of cost increase. The pressure-tight air bags are then installed in the recesses of the shell plates to permit the rescue of the under water and surface marine vessel.
