PROBLEM TO BE SOLVED: To protect an electrode pad simply and easily to simplify a manufacturing process by dying resin, and then pulling out an insert part of the protective cover from a through hole to remove the protective cover from a base plate. SOLUTION: A through hole 14 of a designated size is provided between electrode pads 12 of a control base plate 4, an insert part of a protective cover 22 is inserted in the through hole 14 and the protective cover is installed so that a pad protective part covers the whole of the upper parts of the electrode pads 12. Subsequently, the control base plate 4 is transported to a resin coating vessel, and acryl or toluene/xylene is uniformly applied onto the control base plate 4 by spraying. After that, the applied resin is dried in a drying process, and as protective cover 22 mounted on the electrode pads 12 is removed. The protective cover 22 is removed by pulling out the insert part of the protective cover 22 inserted in the through hole 14 between the electrode pads 12.
