PROBLEM TO BE SOLVED: To exchange packets of a variable size at a controlled rate by providing a plurality of input modules and output modules to the switch node so as to be able to transfer a packet in a switch core from any of the input modules to any of the output modules. SOLUTION: The switch 30 is provided with N-sets of input modules 32, M-sets of output modules 36 (N>1, M>1) and with a core 34 that transfers a packet from any of the input modules 32 to any of the output modules 36. Each of the input module 32 sorts data packets, and stores the sorted packets to an input buffer, where the packets are arranged in the order of the output modules 36. One of the output modules 36 sorts the data packets by using a label to decide a sort sequence of the data packets to be stored in an output buffer and stores them to the output buffer. Thus, traffic a among switches 30 can be controlled.
