PROBLEM TO BE SOLVED: To suppress needed storage capacity within an appropriate range and to obtain an accurate image by successively deciding whether or not the information level of image information is equal to or more than a reference level, extracting a still image from an image decided as less than the reference level to store and hold it as still image data and storing an image decided as equal to or more than the reference level as a moving image. SOLUTION: An image encoding and compressing device 2 digitally encodes and compresses an image to be monitored outputted from a monitor TV camera 1, for instance, by using an MPEG 2 method. About the image digitally encoded and compressed by the MPEG 2 method, the next image information level deciding device 3 decides whether or not the information level of the image information is equal to or more than a reference level. In the case the information level is less than the reference level, a still image is extracted and stored and held as still image data in an image data managing device 6, and when it is equal to or more than the reference level, it is stored and held as a moving image in the device 6 as it is.
