PROBLEM TO BE SOLVED: To provide a light and economical speed reducer, where a magnetic section opposed to a magnet and a nonmagnetic section which is not opposed to a magnet are made by applying heat treatment partially to a thin structure of guide cylinder. SOLUTION: This eddy current speed reducer is equipped with a braking drum 8, coupled with a rotary shaft 2, a guide cylinder 21 rectangular in cross section positioned within the braking drum 8 and attached to the nonrotation part of the car body, a magnet support case 25 supporting a magnet capable of axial reciprocation within the guide cylinder 21, and many magnets 15 coupled at equal intervals in circumferential direction at the outside periphery of the magnet supporting case 25. Braking force is generated in the braking drum 8 by the eddy current, based on the magnetic field from the magnet 15. An outer guide cylinder 22 opposed to the inside periphery of the braking drum 8 of the guide cylinder 21 is constituted of a thin plate of chromium stainless steel, and the section 41a which does not face opposed to the magnet 15 of the outer guide cylinder 22 is put in nonmagnetic austenite phase, by being quenched from high temperature condition.
