PROBLEM TO BE SOLVED: To simply and easily confirm the performance of a public address(PA) system and the presence and absence of a fault at the time of the test or the fault of the PA system in a driver's cabin by providing a microphone for detecting a reference signal sound from a speaker for on-vehicle PA so as to detect the normal/abnormal state of the on-train PA system by the level of the reference signal sound from a microphone. SOLUTION: A signal for inspection is emitted from a reference signal generator and amplified by a microphone amplifier. A reference signal power-amplified by a PA amplifier is emitted into the vehicle as voice from a speaker for on- train PA. The voice is received by a receiving microphone installed in the vehicle, and a received voice controller executes amplification, level-comparison and the judgment on passing or not the inspection to the voice and gives a vehicle number address for discriminating vehicles. Then, the sound passes through a transformer T3 and PA lines L, L2 from a transformer T2 and passes through the transformer T1 of a PA controller to be inputted to the transformer 2, and a PA control display displays the vehicle number address and an inspection result.
