PROBLEM TO BE SOLVED: To provide an operation management system for preparing/executing a collection/delivery plan in a real time for allowing a vehicle to pick up baggage at an arbitrary place in response to a request from a customer. SOLUTION: When a vehicle receives a request for cargo booking from a new customer while traveling on a collection/delivery route according to a collection/delivery plan, a center 11 integrates a new destination of the cargo booking at a proper position on the route by referring to an allowable time at each relay point on the route and position information transmitted from an on-vehicle device 30, and corrects the collection/delivery plan. then, the map information of the route leading to the new destination of the cargo booking is transmitted to the on-vehicle device 30 according to the corrected collection/delivery plan, and displayed on a screen of a display device 36.
