PROBLEM TO BE SOLVED: To transmit user data and a control line signal between plural data communication devices by assembling a control line signal showing control line information about the supply of user data to be transmitted/received between a pair of information terminals into a cell in addition to the user data to be transmitted, thereby transmitting the cell from one information terminal to another terminal. SOLUTION: A main control line signal multiplexed with a cell in addition to a user data signal adopts a cell format. When the user data signal and the cell based on the sell format are transmitted through multiplex devices A 105, C 111 and an ATM network, respective communication between data communication devices A 102, B 109, between data communication devices D 103, C 114 and between data communication devices F 104, F 115 can be executed and the control line signal can be also transmitted.
